Francisco Dornelles, the acting 1 governor of Rio de Janeiro state, declared a state of financial disaster in an effort to change budgetary priorities without disrespecting Brazil's fiscal 2 laws.

Mr Dornelles' office said in a statement that the decision was made because a dip in revenues from taxes and oil royalties 3 was "stopping the state of Rio de Janeiro from honouring its commitment to the organisation 4 of the Olympic and Paralympic Games".
