  WASHINGTON — The new head of the U.S. Federal Reserve, Janet Yellen, is busy trying to bolster 1 the economy, cut unemployment and watch out for inflation. On Wednesday she will face reporters for the first time as Fed chief, a job that makes her one of the world's most powerful bankers and most important women.   “I strongly believe that monetary 2 policy is most effective when the public understands what the Fed is trying to do and how it plans to do it,” she said.
