【分析】本句常用于文章结尾段，提出建议，呼吁人们采取适当行动解决某些问题。注意使用句型It is +adj. +that some measures/actions/steps( should) be taken/done…时，that引导的从句需用虚拟语气。这类形容，常见的有 important，necessary，essential， fundamental， imperative，appropriate，reasonable 等。
