In Indonesia, an angry parliament has moved to 1)speed up 2)impeachment 3)proceedings against President Abdurrahman Wahid.
Parliament meet Saturday to begin proceedings to remove the president from office, 11 days ahead of the scheduled special session. Attempts by the president to 4)head off impeachment had the opposite of the intended effect.
The Peoples' Consultative Assembly, or MPR, will meet Saturday After a day of 5)bluff and brinksmanship by both the president and his opponents, angry lawmakers decided 3 late Friday to 6)move up the special session that had been scheduled to begin August 1.
Parliamentary chairman Amien Rais called it a "very, very significant and decisive political development."
Mr. Wahid has been accused of 7)corruption and 8)incompetence. He has denied the charges and has insisted the MPR has no authority to remove him.
Mr. Wahid had threatened to impose a state of emergency Friday if lawmakers did not 9)abort the impeachment drive. The threat of such a declaration drew virtually no support from either parliament or the military and police, which would have to 10)enforce such a move. Mr. Wahid backed down, saying he would defer 4 imposing 5 the emergency until July 31 to allow additional time to reach a 11)compromise.
Mr. Wahid also swore in a new national police chief Friday against parliament's wishes, but he tried to defuse that issue by making it only a 12)temporary appointment. However, Mr. Rais denounced the appointment as a breach 6 of the constitution.
Dharmawan Ronodipuro, Mr. Wahid's former press secretary and spokesman, explained what will happen to his former boss. "Of course, the popular term is impeachment. But I think it's a misnomer," he said. "I think what they will do is call him in, the special session will call him in, and ask him to make a statement, an accountability statement. Now, depending on how they receive his statement, then there'll be further process on whether they accept it or not. And if they don't accept it, then they'll go into the proceedings of relieving him of the presidency 7."
Mr. Rais says Mr. Wahid will have until Monday to prepare his defense 8, or 13)accountability. However, the president has said on several occasions he will 14)ignore the parliament's demand for an accountability speech.
