【背景】
2016年5月11日的国务院常务会议（executive meeting）首次提出"品质革命"（quality revolution），部署促进消费品工业增品种、提品质、创品牌（increase the variety and quality of products and nurture 1 domestic brands），更好满足群众消费升级需求。
