上海市政府17日公布《持有〈上海市居住证〉人员申办本市常住户口试行办法实施细则》，这标志着今年2月出台的“上海户籍新政”进入实质操作阶段。》)。《试行办法》规定，来沪创业、就业，并持有《上海市居住证》的境内人员，符合条件的都可以申办。

The rules say that to qualify for permanent residency, applicants 1 must have held a Shanghai residency certificate and have been in the city’s social security system for at least seven years.
该办法规定，持有上海市居住证并加入本市社保体系七年以上的人员才有资格申办常住户口。
They must also be taxpayers 2, have obtained avocational 3 qualification at medium or high levels, have never violated family planning policies, and have clean credit and no criminal record.
另外，申办者必须是纳税人，已获得中高级职业资格，未违反过计划生育政策，信用纪录良好且无犯罪纪录。
上面的报道中，permanent residency和residency certificate分别指“常住户口”和“居住证”，虽然字面差别不大，实际境遇可是差着十万八千里呢。所以，要qualify for permanent residency（有资格申请常住户口）不仅需要一定的居住年限，还要有vocational qualification（职业资格）。
现在有很多vocational college/school（职业学院/学校），因为越来越多的人需要通过vocational training/education（职业培训/教育）考取各种vocational qualification（职业资格）或者评professional titles（职称）以使自己更加qualified for the job（胜任工作）。
如果长期从事某项工作，我们还有可能会患上vocational disease（职业病），有时甚至会出现导致vocational disability（职业伤残）的状况。不知道这世界上是不是存在没有vocational risk（职业风险）的职业呢。
