Pakistani President Pervez Musharraf's plan to meet leading Kashmiri (1)separatists during his visit to New Delhi July 14-16 is causing (2)anxiety in Indian political circles. The long-running dispute over Kashmir is certain to be high on the (3)agenda when Mr. Musharraf's meets India's Prime Minister Atal Behari Vajpayee.
A week ago, Pakistan said it would go along with India's insistence 1 that General Musharraf not meet Kashmiri separatist leaders during his New Delhi visit. India strongly opposes such a meeting, saying the separatists have no role in settling what officials in New Delhi say is a (4)bilateral dispute.
That is why Indian officials expressed dismay when Islamabad announced that it would invite leaders of the Kashmiri separatist (5)alliance, the All Party Hurriyat Conference, to meet President Musharraf at a reception at Pakistan's (6)embassy.
Foreign Ministry 2 spokeswoman Nirupama Rao says India (7)opposes such a meeting because it focuses attention on what New Delhi considers a non-issue. Indian newspapers are referring to the General Musharraf's possible contact with the Kashmiri leaders as a "sour note" and a "sticky issue" (10)hanging over his talks with Prime Minister Vajpayee.
Foreign policy analyst 4 Kanti Bajpai of New Delhi's Jawaharlal Nehru University says General Musharraf's insistence on meeting the separatists could (11)jeopardize prospects 5 for settling the bitter dispute over Kashmir. "If the Pakistanis keep repeating it, I think the temperature will grow here," he said. " It will grow in the press, it will grow within the ruling (12)coalition, the opposition 6. The [Indian] government maybe forced into a very, very difficult position."
Despite the wrangling 7 over whether General Musharraf will meet the separatists, India is trying to keep the focus on confidence-building measures. Prime Minister Vajpayee has offered to send a senior Indian military official to Pakistan to discuss ways to reduce tension across the Kashmiri border. Earlier in the week, New Delhi announced it will free hundreds of Pakistani prisoners and offer (13)scholarships to Pakistani students.
